In June, 1880, he brought forward a motion, proposing "That an address be presented to the Queen, praying her Majesty to instruct her principal Secretary of State for Foreign Affairs to enter into communication with other Powers, with a view to bring about a mutual and simultaneous reduction of European armaments." This was seconded by Mr. W. E. Baxter, and supported by General Burnaby, Mr. Lyulph Stanley, and Mr. Courtney. Mr. Glad- stone said " that the speech of Mr. Richard commanded his fullest concurrence." But he asked him to allow the Govern- ment some discretion as to time and circumstances of taldng action in the matter. He appealed to him not to divide, but afterwards accepted, or, at least, acquiesced, in a modifying form of motion, which was suggcsted by Mr. John Bright, and carried nem. con. In 1881, Mr. Richard submitted a resolution condemning the practice by.which the representatives of this country, in various parts of the world, claimed and exercised the power to contract engagements, annex territories, and make war in the name of the nation, without authority from the central Government.
